The USGA Killed Chambers Bay 7 Years Before the 2015 Open

The decision that destroyed Chambers Bay’s greens was made on February 7th, 2008 — not in June 2015, not on Sunday afternoon when Dustin Johnson stood over a 12-foot, 4-inch putt on the 72nd hole. Why the Pacific Northwest Defaults to Poa Annua

The Pacific Northwest is Poa annua country. That is not a management preference — it is a climate reality. Pebble Beach runs Poa annua greens. So does Torrey Pines. Sahalee Country Club in Sammamish, one of the most demanding private courses in the region, is Poa annua from collar to collar. The West Coast of the United States defaults to annual bluegrass not because of neglect, but because annual bluegrass has already made the selection. Fine fescue was the designed surface at Chambers Bay, chosen to deliver the links-style conditions Pierce County and the USGA wanted. That choice placed a cool-weather specialist in a climate where annual bluegrass is the biological default. The Poa was always going to come. The only question was when.

Fine fescue is a cool-season grass that performs at its best in cool, moist, low-fertility conditions. It produces a fast, firm, golden surface — everything a links-style U.S. Open design wants to show the world. Under sustained summer heat, fine fescue’s canopy thins as the plant diverts resources toward survival and away from density. And Poa annua, as North Carolina State University turfgrass research has documented, requires light to germinate. Not much light. Enough. A stressed fine fescue canopy opened by above-average heat gives Poa annua seeds sitting dormant in the soil profile exactly the light penetration they need to activate. Chambers Bay received above-average heat in May and June of 2015. The canopy opened. The Poa germinated.

Why Chemistry Could Not Stop It

You cannot preemptively stop this with chemistry. No commercially available herbicide kills Poa annua and fine fescue without also eliminating the fine fescue. Plant growth regulators — Primo Maxx and similar chemistries — can reduce Poa’s vertical growth rate, but they do not eliminate a population that has already established in the root profile. The Clemson Cooperative Extension has documented the control limitations of every available herbicide option for Poa annua in cool-season turf. The conclusion is consistent across the literature: once Poa is competing in a fescue stand, management is coexistence, not elimination.

Darren Bevard, the USGA’s director of championship agronomy, documented 5 to 15 percent — and in some areas up to 20 percent — annual bluegrass mixed into the fescue greens at Chambers Bay by 2015. That is not a contaminated patch. That is a competing population distributed across every square foot of the surface, growing on its own schedule, independent of what the fine fescue wants to do. The bumps you saw on the broadcast were not disease or inadequate watering or a failed irrigation schedule. They were two grasses — fine fescue and Poa annua — growing at different rates at different times of day. In the morning, with cool temperatures and surface moisture from overnight dew, Poa annua stands taller than fine fescue. Same green, same square footage, two canopy heights growing past each other. By mid-afternoon, as vapor pressure and temperature equalize, the growth rate differential converges and the surface smooths. The Crew That Was There

Eric Johnson knew this. He had spent 35 years managing fine fescue on courses where fine fescue had the conditions to succeed. He ran the fescue program at Old Macdonald at Bandon Dunes. Johnson resodded holes 7, 10, and 13 less than two years before the tournament. Those three greens played the purest of all 18 during championship week. He applied hand watering as conditions deteriorated. He intensified every cultural input available — mowing frequency, rolling, fertility management, plant growth regulators. The Bandon Dunes crew worked the surface the way a fine fescue crew works a fine fescue course under pressure. It was not enough. Not because Johnson’s crew failed — because the biology does not respond to skill level when the infrastructure to override it is not there.

Augusta as the Infrastructure Standard

Augusta National maintains its greens with creeping bentgrass — a single cool-season cultivar — in a climate biologically hostile to cool-season grass. The Georgia summer regularly delivers temperatures that kill bentgrass root systems, and Augusta’s greens survive it. Not because of crew skill. Because of infrastructure. Marsh Benson installed a sub-green vacuum and pressure cooling system in the early 1990s: a network of pipes that can vacuum moisture out of a green after rain or push cooled air up into the root zone in heat. The property closes from late May through mid-October. No public play, no tournament preparation, no foot traffic — just the bentgrass, the irrigation schedule, and the crew managing the plant through the worst months. Decades of accumulated precision about what that specific cultivar needs to survive what the Georgia summer demands. The tournament crew that shows up every April delivers what the broadcast shows because the property spent 50 years building everything it takes to deliver it.

Chambers Bay opened in June 2007 on a construction budget of $24 million. Eight months later, the USGA awarded it the 2015 U.S. Open. No sub-air system, no off-season closure for grass management. Fine fescue greens not yet through a first summer in a Poa-rich climate, with nothing standing between what Poa annua wanted to do and what the U.S. Open expected the surface to look like. Same biology, same demand, wildly different scale and wildly different cost. Augusta solved the problem by spending whatever it took to build a controlled environment. Chambers Bay had to face the same biology with none of that margin in place.

The February 2008 Decision and What It Set in Motion

The USGA executive committee announced the 2015 U.S. Open at Chambers Bay on February 7th and 8th, 2008. David Fay was USGA executive director at the time. Winged Foot had backed out of the 2015 commitment. Shinnecock Hills had declined to pursue it. Chambers Bay, a county-owned municipal course in University Place, Washington, was the answer the USGA had available. No course built in the previous 45 years had hosted a U.S. Open. Hazeltine National Golf Club in Minnesota, built in 1962, was the last new course to earn that distinction until Chambers Bay. By the time Eric Johnson was hired four years later, the Poa population in those greens had been growing for five years.

The only path forward from where the greens were in 2015 was replacing all of it. Regrassing putting surfaces means taking the course offline — lost revenue, closed access, months of no play — then sodding every green and waiting for the new surface to establish before reopening. The Poa’s architects were not the grounds crew. They were the climate and the award decision. The annual was always going to settle the argument.

What the Conversion Actually Looked Like

After 2015, Chambers Bay did the one thing the science allows when fine fescue and Poa annua reach coexistence on the same surface: replace it with Poa annua, the grass the climate had already selected. Johnson piloted the conversion on holes 7, 10, and 13 — the three greens that had proven most manageable. In October 2018, the course closed for five months. The remaining 15 greens were resodded with commercial Poa annua var. reptans at a total cost of $238,000, with $150,000 funded by a Pierce County grant. The course reopened in April 2019 with greens the climate had been asking for since 2007.

Pierce County has since hosted the U.S. Amateur Four-Ball in 2021, the U.S. Women’s Amateur in 2022, and has the Four-Ball scheduled to return in 2028. The property works now.
